Case Study Summary: eApp - Modernizing the Federal Background Investigation Process

I led the development of eApp, a secure SaaS platform that modernized the U.S. government’s background investigation process. Acting as both Product Owner and Product Manager, I drove the roadmap, led cross-agency collaboration, and delivered structured workflows, validated data, and XML-based integration at scale. Direct engagement with users and stakeholders, from Tier 3 support to the Executive Office of the President, enabled measurable improvements, including 80% fewer returned forms and application times reduced from a week to under 30 minutes. eApp was the first operational NBIS module and was publicly named its standout success in 2024 congressional testimony.

Highlights

  • Led full lifecycle development of eApp while performing both Product Owner and Product Manager roles

  • Transformed the outdated e-QIP process into a modern SaaS solution, collaborating directly with stakeholders including the Executive Office of the President, FBI, ATF, and other national agencies

  • Utilized data analytics to identify pain points and prioritize improvements, leading to an 80% reduction in returned applications and a dramatic decrease in time-to-complete

  • Managed Tier 3 helpdesk operations, converting field feedback into continuous product enhancements and improved user experiences

Why It Matters

eApp exemplifies the value of data-informed, mission-driven product leadership in high-security environments.  By combining policy understanding, technical fluency, and user-centered design, I delivered a scalable SaaS solution that replaced a legacy federal system and improved outcomes for over 2.7 million users per year.  My direct engagement with both senior stakeholders and front-line users ensured eApp met operational needs, enabling secure, modern vetting processes across the U.S. government.  Its success reinforces that government transformation, when done right, can be both agile and impactful.
